Overview
The Executive Council proposedan amendmentto the Constitutionto addresses items overlooked during the restructuring approved atthe 2015 Convention.The2016 Committeeon Constitution and Bylaws reviewed the proposal, made changes, and presented the revised proposal to the delegates.After debate and amendment, the delegates atthe 2016 Conventionapproved the changes by a vote of 256 in favor and 2 against.The changes must be reviewed and voted on by the chapters. Passage requires an affirmative vote of3/4of the active chapters.
Executive Council Restructure
The amendment approved at Convention:Grants the power to set the size of the Executive Council to the Convention.Removes references to election by groups since members of the Executive Council are now elected individually.Updates the election procedure to handle individual election of Executive Council members instead of election by group.Clarifies that Executive Councillors must wait a year between serving, instead of be elected to, more than two consecutive terms on the Executive Council.Changes alumnus to alumni.Makes other minor wording changes.

Sec. 3:(e)The Convention shall set the size of the Executive Council.(f)The Convention shall elect the members of the Executive Council as hereinafter provided and fill vacancies for the remainder of the terms of office vacated.SeeConst. Sec. 3: (a) The Executive Council shall consist of no more than twelve votingmemberswho are alumniandno fewer than the minimum in accordance with state law. They shall serve without compensation for staggered terms of three years, or until their successors are chosen and qualified. The members of the Council shall be elected by the Convention. Members are limited to two consecutive three‐year terms with at least one year off before being eligible totake office again. The Executive Director shall serve as a non‐voting member of the Executive Council.

Elections shall be held every year.Sec. 3: (f) The Convention shall vote only on thenominated individuals, except that ifthe number of nominees is less than the number of vacancies, anydelegate to theConvention may nominateeligiblememberswho are alumnitoserve on the Executive Council, provided thedelegateis certain that the nominees are willing to serve if elected.

Sec. 3: (g)Each vacant seat onthe Executive Councilshall be filled in turnby the favorable vote of a majority of the qualified voters registered at the Convention.All nominees who have not been elected to a seat on the Executive Council shall be candidates for the seat under consideration. Voting shall be repeated until the seat is filled. If a candidate receives a majority or if only one candidate remains, that candidate shall be elected to the seat. If no candidate receives a majority, the candidatereceiving thefewest votes shallbe dropped from further considerationfor the seat in question. The numerical results of each ballot will be made known to the Convention before any subsequent ballots are cast.
