Guidelines in the Implementation of Protective Services for theGrassroots Participatory Budget Process (GPBP)
All projects to be identified for theGPBmust contribute to the priorities of the national government such as provision ofbasic social services and attainment of the MDGincluding poverty reduction; hunger mitigation and elimination; job generation and inclusive local economic development and climate change adaptation/mitigation and disasterpreparedness.
Protective Services are set of programs and services designed toprevent abuse and exploitationamong children, youth, women, person with disability and senior citizen or toprovide treatment and rehabilitationto victims and survivors of abuse and exploitation.
Protective services are provided both in thecommunity and residential carefacilities. Community based services arepreventive,rehabilitative and developmental programsand initiatives that mobilize/utilize the family and community to respond to a problem, need, issue or concern of children, youth, women, person with disabilities, older persons and families who are in need and are at-risk.

Communities with no prior experience in implementing projects through a CDD approach may still be eligible to implement BUB projects provided that technical assistance is provided by DSWD and the city/municipal LGUFollow CDD guidelines
c. Fund TransferThe DSWD-C.O. shall transfer the funds in accordance to the cash program, to DSWD Field Offices in accordance with the COA Circular Number 94-013 dated December 13, 1994.es.
1. The Protective Services Bureau shall:Download the funds to the Field OfficesProvide technical assistance to the Field Offices in the implementation of the serviceMonitor the implementation of the BUB projects
1. The Protective Services Bureau shall:Ensure that the status report in the implementation ofGPBprojects i.e. budget utilization, physical targets and accomplishments are integrated in the existing monitoring and evaluation system of the agency.Provide regular report to the PRPB
2. The DSWD Field Office shall:Enter into a Memorandum of Agreement with the concerned LGUs or NGOs /POs,CSOs/BarangayDownload the funds to the concerned LGUs or NGOs. CSOs/BarangayProvide technical assistance to the LGUsorNGOs/POs CSOs/Barangayin the implementation of the BUB projects
2. The DSWD Field Office shall:Be accountable to ensure that the LGUs or NGOs, CSOs/Barangayimplementing the BUB projects shall submit regular accomplishment reports, subject to existing budgeting, accounting and auditing rules and regulationsSubmit to the DSWD-CO audited liquidation report and properly documented accomplishment report
3. The Local Government Units shall:Oversee and supervise the implementation of theGPBprojectsSubmit properly documented accomplishment and audited financial report to the DSWD-FOs
Reporting template developed by theGPBTechnical Working Group shall be used.TheGPBfocal person shall prepare the report and submit to the DSWD Field Office on a quarterly basis.The DSWD Field Office shall prepare and submit quarterly report on the program implementation to the PSB for consolidation.
Monitoring and Evaluation
Post evaluation shall be conducted to determine the outcome of the program based on the set objectives.
